Stand bags also termed as carry bags, are designed with two stands that pop-out when stood on the ground to prevent falling. They are also lighter and normally come with dual-strap similar to back-pack to easy carrying.
Cart bags are larger and normally packed with great features and therefore tend to be heavier, although designed primarily to fit on a golf cart or trolley. Cart bags can also be carried however they normally have a single trap unlike stand bags.
